Anchor to paragraph moves to different page

Steps to Reproduce:
1. Open the attached file
2. Select figure 6 on page 3
3. Press arrow down until bottom page
4. Press up twice

Actual Results:
Image jumps to page 4

Expected Results:
Stays on page 3
