The problem with the design of this document is that every single paragraph is
trying to "keep with the next" one. So LO is trying to fit the entire
document's content on the last page - together with the last paragraph. Since
it doesn't all fit on the last page, some of it has to end up on previous
pages. The results are going to be somewhat unexpected, and extremely taxing on
the layout engine.
