@Heiko, could you expand on that. Do you mean zoom/scale of the canvas? And
remember this is for selection speed with mouse pointer movement. Believe that
then controls the text cursor during selection.

Just seems the basic VCL framework for scrolling needs attention.

And we have the whole slate of issues with touchpad based scroll (bug 119745),
some of which is going to end up being driver issues for the touchpads, and
newer issues of 'Gestures' (bug 85677, bug 132268) so a lot of 'native' os/DE
code.
