Content removed as 'change' with tracking changes enabled

Steps to Reproduce:
1. Open the attached file
2. Reject all -> This is expected
3. Undo or file reload
4. Delete 1 or 2 table rows of main table or embedded


Actual Results:
Content drops out of track changes

Expected Results:
I don't see why
