Description:
When you create a comment/note in LibreOffice Calc, the squares that are
supposed to appear to allow the resize of the comment/note box do not appear. 
Work around of using "Show Comments" command to make squares appear (Previous
Bug 68695), no longer works as of version 7.0.0.0 beta1.

Steps to Reproduce:
1. Right-click a cell in Calc
2. Select "Insert Comment"
3. Type any text
4. Squares that are supposed to be on outside of Comment frame to allow
resizing will be missing.

Actual Results:
Comment text will work as expected, but there are no squares to allow resize of
the frame.  No workaround to make them appear has been found.

Expected Results:
When the comment is created, 8 small squares are supposed to appear on the
outer edge of the comment frame when it is created.  These small squares should
be able to be left-click dragged to allow to change the shape, size and
position of the comment box.

OpenGL enabled: Yes

Additional Info:
The last version of LibreOffice that the Calc comment boxes worked as intended
was version 4.0.4.

The bug introduced by this commit (Bug 68695) created the result that when you
first created the comment frame, the resize squares were missing, but you could
then right-click on the cell and select "Show Comment" and the resize squares
would appear on the outside of the frame as they were supposed to.

This workaround stopped working, and no other workaround has been found on the
following:
