I found out how to reproduce on a different computer:

Install VirtualBox (https://www.virtualbox.org/wiki/Downloads)
It creates a "VirtualBox Host-Only Ethernet Adapter" which, when enabled,
delays the update check. Disabling it during the update makes the update check
finish immediately.

I'd be curious to test without the 10 seconds delay at

to see if it's linked to this bug since it's always 20 seconds on the first
check then 10 seconds, but I got an error when trying to build LibreOffice.
