Sample DOC and DOCX in MSO and LO

Well, I'm not sure what's going on. 
With DOC, no comment in MSO with Simple markup and comment seen with All
markup.
With DOCX from MSO, comment is seen in MSO both with Simple markup and All
markup.

Should this mean it's just DOCX problem? Test LO 7.1+.
