Description:
When you want to change the case in Libre Office writer using the change case
function under format selecting upper or lower case does nothing. 

Steps to Reproduce:
1. Open a document containing case text. For example the docx in the
screenshot. 
2. Highlight the all caps text 
3.try to change case. 


Actual Results:
I highlighted several rows of text, but only some rows in the middle actually
change case. The first and last sentences refuse to change no matter what. 

Expected Results:
All text should go from title case, sentence case, all caps whatever... 


Reproducible: Always


User Profile Reset: Yes


OpenGL enabled: Yes

Chang the case as indicated in the menu selections.
