There a multitude of issues

1. Paste showing disabled, but not being disabled . This bug is also in 7.1+
Master.. and goes back to 3.0.0 on Windows... Not sure if caused by timing of
or a pattern.. If it starts, it can go on for a while. It's not a global
issue.. rather document specific.. so same 'soffice.bin' process. Writer
document 1 paste disabled Writer document 2 functioning..

2. There can be a 'deadlock' case where paste is disabled + CTRL+V isn't
working either.. it does happening once in a while testing the steps above..
But no clue how or what. RTF paste followed by HTML (pure speculation)

3. When copying something from MS Word and opening Special Paste in Writer
shows not to many options (HTML paste, no RTF).. which can cause additional
paragraph's. 

-> Apparently introduced recently (6.5).. regression?

4. Another part is changing priority of clipboard item type above another
(since 6.4) 
Changes like this tdf#116685: Make the RICHTEXT take precedence over
EMBED_SOURCE. can improve or break things.. (see bug 133870). And might even be
system dependent.. There was MacOS issue of a similar kind.. but fixed with
priority change for MacOS only.. so the 'preferred' clipboard stuff is probably
"all over" the code. So Linux might behave differently compared to Windows.
