Description:
When I open the report builder I cannot choose the options in the `Zoom` list.

Cannot also zoom with the shortcut CTRL + scroll wheel (as in Writer).

Steps to Reproduce:
1. Create or open a report in design view
2. Click inside the report page
3. `View` → `Zoom` ( not `Zoom...` )

Actual Results:
All the options are disabled.

Expected Results:
Zoom options enabled.


Reproducible: Always
