Is it possible this bug discussed at a ESC meeting.. Two variant of anchoring
of "to character"/"to paragraph"depending on object type) isn't really helpful,
IMHO Especially with one variant causing layout loops

Another step would be to solve some of the remaining issues with image
anchoring (to paragraph/to character).
