7.0.0beta1, or current master/7.1.0 for the Navigator changes. 

You already at 6.3 have ability to assign the keyboard shortcuts for 'To Next
Bookmark'/'To Previous Bookmark', search for "Bookmark" while on the Customize
dialog's 'Keyboard' tab for Writer.
