You are using OpenGL for the rendering of the user interface. Please deactivate
it and see how it affects you: Tools - Options - LibreOffice - View - Use
OpenGL for all rendering

As the menu items are hard to select, you might also try launching it from the
command line with c:\path\to\theprogram\soffice --safe-mode
and then continue in safe mode. Running in safe mode should deactivate OpenGL
rendering and you could verify this is the reason for the badness.

7.0 comes with Vulkan-based rendering and it is more reliable in many cases.
