Description:
Scrolling down in multipage view (8 pages a row) stutters/slow/barley moving
(GDI+SKIA)

Steps to Reproduce:
1. Open the attached file
2. Go to multi-page view -> 8 page a row (move the sidebar change zoom to get 8
pages)
3. Scroll down

Actual Results:
Choppy/ no movement

Expected Results:
Smooth


Reproducible: Always


User Profile Reset: No
