Igor Poboiko committed a patch related to this issue.
It has been pushed to "libreoffice-7-0":

tdf#127138: Fix detection of system icon theme with Qt5/KF5

It will be available in 7.0.0.1.

The patch should be included in the daily builds available at

Affected users are encouraged to test the fix and report feedback.
