Description:
Resizing the window with GIF around triggers quite some activity

Steps to Reproduce:
1. Open attachment 162480
2. Go to windowed mode..
3. Reduce / increase the window size -> Black border as long as you resize (not
nice, but not awful either). And quite some painting..

Change this for panels/  insert a table in the sheet enter/exit the table ->
Context depended toolbar causes redrawing etc.. 
Resizing page panel/ resizing sidebar etc.

Feel free to close if this to much fuzz

Actual Results:
Quite some activity

Expected Results:
Ideally not to many redraw calls etc (but minor IMHO)


Reproducible: Always
