Description:
Fuzzy characters in PNG with Skia Vulkan (at every zoomlevel), with Raster/ GDI
on certain zoomlevels 

Steps to Reproduce:
1. Open the attached file
2. Launch Windows Magnifier (set it to 200 or 300%)
3. Start zooming in/out

Actual Results:
Fuzzy fonts/bad font quality depending on zoom level

Expected Results:
Sharp an crisp on every zoom level


Reproducible: Always
