I finally made a document that showed me the problem. I'm going to attach it.
It may still be intermittent.

STR:
1. Download the document to your system.
2. From the bottom, count to the 7th line up, which ends "This is a".
3. Click the end of that line, to put an insertion point there.
4. Tap the up arrow slowly.

Actual result: With 3 taps, the insertion point moved up 3 lines. But the next
up-arrow tap moved the insertion point to the left end of a line, and further
up-arrow taps did not move the insertion point. However, tapping the up arrow
did have an effect, just not movement: the normal blinking was interrupted with
a steady state.

Additional info: The problem arose after I changed the margins. Possibly the
default margins (0.79" all around) don't cause sticking, but we need to be able
to change margins, so the default is not a solution. I generally set the
margins to be bigger and rounded to the tenths digit with the right margin
narrower than the other 3.
