I'm not sure this is a bug. Try the same with bookmarks, currently the
annotation mark and bookmark behavior is consistent: neither of them is moved
if you drag the selection that is exactly the range of the mark.

I think the above commit started to expose this behavior for comments, as
before comments with a text range did not share code with bookmarks.
