1.  Open Customize Toolbar (or Menu)
2.  (make sure that Assigned Commands (right window) does not have a selection
focus.)
3.  Add an available command.

Actual result (expected result):

1. command placed at bottom of the list (OK)
2. Navigation arrows (on right side of Assigned Command window) are not active 
(not OK)
3. (For Toolbars only) "Remove item" (left arrow) is not active  (not OK)

Additional information:

1. No problems if there is a "focus" (blue selection) in the "Assigned
Commands" window.

2. Maybe an EasyHack?
