Can't reproduce on Windows 10 with 6.4.1 RC1:

The focus seems to be in a "dual status" on Windows for Text Import dialog,
that is, both the Character Set dropdown box and the OK button seem to be
highlighted; pressing "Alt+Down" expands the Character Set list, while pressing
"Enter" imports the file.

Is this a Linux or gtk3 VCL bug only?
