This only happens when initially LibreOffice was installed associating with MSO
filetypes. Then on updrades, neither REGISTER_NO_MSO_TYPES nor
REGISTER_ALL_MSO_TYPES parameters are considered.

As described in IRC conversation, OP initially installs LibreOffice prior to
MSO.

Install_LibreOffice.bat from comment 4 installs LibreOffice with MSO
associations when there's no MSO installed on system; so the initial
installation in OP's case is indeed registering those associations.

A problem here is ignoring the REGISTER_NO_MSO_TYPES / REGISTER_ALL_MSO_TYPES
parameters in upgrades; a workaround is uninstalling LibreOffice from system
prior to installing newer version, to not take already installed features into
account on upgrades.
