Description:
Whenever dates pertaining to February 2020 are keyed, it always show the dates
with the year appearing as 20. For example, 05/02/2020 will appear as 05/02/20.
This issue does not happen for Jan or Mar 2020.

To fix this problem, I do a right-click of the mouse and select "Format
Cells..." . Thereafter, I set (Category= Date), (Format Code = DD/MM/YY) and
click "Ok".

The correct date format is now shown. A few months ago, this approach could not
fix this date format issue. Now it works. But, there is a new issue. When I not
click the cell with the newly formatted date to go into edit mode, the date
format in the edit-mode reverts back to the default date format of MM/DD/YY
instead of retaining the DD/MM/YYY format. It happens only in the cell edit
mode for the column B; quite confusing for a user.   

Steps to Reproduce:
1. Go to any cell in column B and type 05/02/2020, i.e. 5th of Feb 2020.
2. Right-click cell and select Format Cell....
3. Set (Category= Date), (Format Code = DD/MM/YY) and click "Ok".
4. Double click cell again.


Actual Results:
Showed 02/05/20 in cell edit mode.

Expected Results:
Show 05/02/2020
