The conclusion from UI in a duplicate report was:
Please apply the suggestion in bug 92746 comment 7 with 1/8" (3mm when
converted to SI). [The sidebar dropdown is actually now 3.2mm - so probably
alter the suggestion with that value. This refers to the "spacing to contents"
on all 4 sides.]

The "Graphics" frame style is automatically applied to inserted images. (I
tested this back to LO 5.0 - always worked.) That is the likely place to adjust
the defaults (currently defaults to 0 in 7.0 master).
