I cannot reproduce with either a custom-built master nor with daily build of

For me, the Start Center opens when I run

 SAL_USE_VCLPLUGIN=qt5 SAL_VCL_QT5_USE_CAIRO=true
./opt/libreofficedev7.0/program/soffice
