@telesto,  could you post GPU and driver details for your Windows 8.1 system

Likely they will need to be blacklisted for Skia/Vulkan rendering. And just to
be clear, this combination of os and GPU/driver is working with Skia/raster
(the 'Force Skia software rendering')? 

For GPU and driver details:
run msinfo32  -> components -> display tab, copy and paste the top dozen
stanzas.
