I followed the steps that you described and everything looks normal.

I added a screen copy:
   "Libreoffice64-SpecialCharacters.png"

I did this on Linux/Debian10 with LibreOffice Writer 6.0 , 6.4 and 7.0

PS: I'm not a developer. I'm a user myself and I submitted a few bug reports.
I'm trying to confirm the bugs that other people reported here.
