Description:
For consistency of usage and furthermore common convenience the Layer tabs in
LO Draw should behave as in LO CALC. e.g reordering of tabs is missed in Draw.

Steps to Reproduce:
1.Compare behavior of LO Draw Layer Tabs and  LO Calc Tabs

Actual Results:
LO Draw Tabs are not reorderable and have re-selection issues (Bug 132662)

Expected Results:
Same behavior of Tabs in LO Draw and Calc


Reproducible: Always
