i dont think its a good idea at this point to remove the PNG fallback that is
automatically generated at ODF export.

for OOo derived applications both AOO and LO can import SVG since 2011 or so,
but i have no idea about others like e.g. MS Office, Google Docs, etc.

maybe we can do that in a couple years.
