When Save-as (rather than ODF Spreadsheet) and an export filter i.e. 'Text CSV
(*.csv)' as here is selected--user must also use the 'Edit filter settings'
checkbox to be offered a dialog to make an encoding selection.  

Otherwise the default UTF-8 of the GUI will apply. And the result may be a CSV
text with strings that do not match a preferred text encoding--adjust the
export filter settings to match the encoding and format needed.
