Alt+enter not working after page break

Steps to Reproduce:
1. Open Writer
2. CTRL+Enter
3. Insert a table
4. Select cell A1
5. Alt+Enter

Actual Results:
New paragraph first page

Expected Results:
New paragraph above table


Reproducible: Always
