Description:
Moving shape moves anchor (to character) to different character

Steps to Reproduce:
1. Open the attached file
2. CTRL+A CTRL+X CTRL+V (anchor tends to show up at wrong places at file open)
3. Drag the shape/rectangle around and notice the anchor moving

Actual Results:
Anchor moves with image.. 

Expected Results:
Expect anchor to be at 'fixed' character position.. but not an expert on
anchors.. 


Reproducible: Always
