Can not reproduce with 6.2.8 on Windows, either.  Following steps in comment
#2, I can change the "Figure" category name to either "Fig." or "Décoration"
just fine.

It may be Linux or GTK specific.  One way to test is forcing LO to stop using
GTK VCL backend and user X11 instead, by setting the SAL_USE_VCLPLUGIN
environment variable on command line, like:
$ SAL_USE_VCLPLUGIN=gen libreoffice

Would you please re-test with that?
