SVG Sif icon lc_setoutline from LO cache folder

SVG theme icon from the cache folder as created by the LO icon rendering code.
Badly aliased and exported at wrong size (25x25). SVGs should always be
exported at power of two sizes to avoid aliasing, though aliasing isn't the
only problem - see the following attachments for comparison.
