Anchor changes from to character to paragraph after undo save and reload

Steps to Reproduce:
1. Open the attached file -> Check the anchor
2. CTRL+A
3. Backspace/ CTRL+X
4. CTRL+Z
5. Save and reload

Actual Results:
Anchor to paragraph

Expected Results:
Anchor to character


Reproducible: Always
