It is possible to sign macros in most LO apps since a long time.
In Base it's currently not possible via the UI, but people can still have their
own method to sign the macros in the .odb files (for example it's possible to
write a script to sign macros using Basic API).

So there exist odb files with signed macros, and the commit was to evaluate
those on load.
