Nvidia Control panel seems to just monitor things not forces LO to use dgpu.

Perhaps you may give a try to brand new 7.0.3 with a brand new LO profile (see
https://wiki.documentfoundation.org/UserProfile#Windows)
since Nvidia seems to be blacklisted with
https://cgit.freedesktop.org/libreoffice/core/commit/?id=f8d6eb6f171dbcf7e3aa4afa0da32bd504f473dc
