Description:
UI: Make they tip of they day less dominant.

Tip of they opens on first launch. Mostly you're starting LibreOffice because
you are opening a file you want to look at or wanting to do copy/paste or write
something.

They tip of they day shows up at impossible times. Interrupting workflow etc.
So they checkbox don't show again is an obvious choice to get rid of they thing

However thats not they idea behind tip of the day. I even get long to clippy

Steps to Reproduce:

Actual Results:
Annoying dominant, irritating, popup showing up at impossible times. I might
want to read it, but not now.

Expected Results:
Still search for a format being less intrusive and useful. (a) Info tooltip or
(b) sidebar panel tab get initial focus at first launch at a certain day. They
latter not reaching people without sidebar
