Description:
Tools -> Protect Document has two options presently: Protect Fields and Protect
Bookmarks.  We need one more: "Protect Comments".  Currently, if View ->
Comments is off, there is no indicator of any kind that one or more comments
exist, and deleting text adjacent to those comments may result in deletion of
the invisible comments as well, with no warning or notice of any kind.  That's
haphazard and bad!

Steps to Reproduce:
1. Add a comment to a document.
2. Use View -> Comments to hide the comment.
3. Delete the text where the comment, which cannot be seen, was placed—and the
comment itself will be deleted without warning and perhaps with the author not
even realizing that had occurred until it is too late, and may not be
recovered.

Actual Results:
Comments which are not visible are deleted with no warning and without a user
even realizing he or she has done so.

Expected Results:
First, there should be a confirmation dialog warning a user that he or she is
about to delete one or more comments, and asking for confirmation to proceed if
that is the desired outcome.  Second, it should be possible to protect comments
against inadvertent deletion.
