This is tricky. You need to play with the paragraph style settings 
- Indents and spacings
- Outline and numbering
and its associated list style:
- Position

An attached template file used in LibreOffice Guide is attached. Export to
XHTML and see the results. Character style deliberately colored for rapid
catch-up.
