Reboot did not solve.
Uninstalled 7.0.3.1 and reinstalled 7.0.2.2 which runs fine.

Steps to Reproduce:
1.Install.
2.Try to open document.
3.

Actual Results:
Nothing.

Expected Results:
File opens.
