The availability of a certain character in that dialog depends on the specified
font in the "Font:" dropdown list.  It only shows characters available in that
font.  Everything else is hidden.

So both Roy and Dieter should make sure the font is set to Liberation Serif and
re-test.

Or if either of you have a correct font selected, then typed or copy-n-pasted
that character in the "Search:" text box and found nothing -- that's not the
right way to search for a character.  One needs to use the Unicode codepoint
(in "Hexadecimal: U+" text box, enter D1) or the canonical Unicode name (in the
"Search:" box, enter "letter n with tilde") instead.
