The same behavior occurs in safe mode.  This happens every time for me.  Just
to be clear, here are the steps...

1.  Open new, blank page in WRITER
2.  Hit <Enter> a couple of time to create two blank lines
3.  Begin a numbered outline
4.  Type a text sentence, such as: "This is a test Line1
5.  Hit <Enter> a couple of times to exit the outline numbering
6.  Double-click the word "test" in the text line to select the word
7.  Change the font size to 16 pt
8.  Move the cursor to the far left of the line and triple click to select the
entire line
9.  Change the font size to 16 pt

You should see the outline number change to 16 pt, but the text line is not
changed.  I don't know how else I can help with this, if you can't reproduce
the bug with these steps.
