What do you mean by "the issue of the losing space in leading zeros"?

I just re-checked with 7.1.0 alpha1+, the two values 01.75% (in cell E12) and
1.75% (E13) are still missing a space between digits and percent sign.

I don't think this problem has anything to do with LO versions, but some
specific combination of locale/language settings when user is changing the
format of the numbers.
