It's not a problem for me to drag and drop sidebar from the right to the left
with

So I would say NOTABUG.

I don't know, if this just has been implemented in LO 7.0. Please retest with
LO 7.0 and feel free to change bug to UNCONFIRMED if the problem ist still
present.
