Anshu committed a patch related to this issue.
It has been pushed to "libreoffice-7-1":

tdf#136801 : IsNumeric("+2") and CInt("+2") return correct values

It will be available in 7.1.0.0.beta2.

The patch should be included in the daily builds available at
