Indeed, version 7.0 made improvement for certain locales to use more
appropriate quotation marks according to local language rules, see [1] for
details.

So your problem is likely writing English in a non-English locale, and
therefore getting non-English autocorrect rules applied.

If that's not the case, and you believe you are using the correct locale, then
in addition to changing the autocorrect rules for yourself, there may be a bug
needs fixing as well.  Please provide the version information in "About >
LibreOffice" dialog (there is a button that copies all the needed text into
clipboard).
