A test document and test results are to be found in bug #131310.
I now tested with daily build
Version: 7.1.0.0.alpha0+ (x64)

CPU threads: 4; OS: Windows 10.0 Build 18363; UI render: default; VCL: win
Locale: de-DE (de_DE); UI: de-DE
Calc: threaded
The behaviour is the same as in 7.0 and 6.4 already described there, i. e. the
video plays only when Skia is activated.

My graphic card is Intel HD Graphics 520.
