No I'm not talking about a range of more than one cells, the procedure
described in my comment is about a single cell. Keep left mouse  pressed and
move one step down and one step up and the *single* cell turn its color. and
you can move it. Essentially clicking to a cell doesn't select it. You need to
perform a mouse move right - left, up - down, down - up or left - right (which
one doesn't matter) and then the *single* cell is selected and can be moved. If
this procedure doesn't work, it might be a bug (likely not tested on same
LibreOffice version like you).
