Outline Tracking is new.  While you are waiting for help pages see:

There are two different context menus here.

1.  "Headings" label itself.
2.  Individual heading objects ("children" of "Headings").

For "Headings" itself and its children 

New:  Collapse/Expand All  (easy enough to figure out that "all" is relative)
      "Outline Tracking"   (mentioned in release notes)

For "Headings" itself:

Not well-documented (in Navigator help):  "Send Outline to Clipboard"  
(but has also existed since at least 6.3 - and seems a little wobbly).

@Jim -- do I have this right:

1. "outline tracking" is the only "new" (undocumented) command/feature in the
context menu for "Headings" (and its children)?  
2. while all other items in the context menus (for both Headings and for its
children) (including newly added or rearranged "old" ones) are already
documented on the Navigator help page (except for "Send Outline to Clipboard)?
3. And if I have read the source code correctly (uibase/utlui/content.cxx),
then Send Outline to Clipboard is using: .uno:SendOutlineToClipboard  (which I
guess you have not worked on -- so I won't file a bug report. (-: )
